This case concerns Irven Roses application for a limited entry permit. Rose appeals from the decision of the superior court which upheld a denial by the Commercial Fisheries Entry Commission (CFEC) of eleven contested points. Rose contends that the regulatory scheme under which he was denied these points is in violation of the equal protection guarantees of the Federal and Alaska Constitutions, and that the CFEC wrongfully denied him points under the "special circumstances" and "unavoidable circumstances" provisions in the regulations. We affirm.
